Part 97

Amateur Radio Service rules (47 CFR Part 97)

The section of FCC federal regulations governing the Amateur Radio Service in the United States. It outlines operating privileges, frequency allocations, technical standards, and station requirements.

Technician Class

Entry-level amateur radio license

The introductory amateur license grade, earned by passing the 35-question Element 2 exam. Grants full operating privileges on VHF, UHF, and microwave bands (50 MHz and up), plus limited CW, data, and SSB voice privileges on HF (10m, 15m, 40m, 80m).

General Class

Intermediate amateur radio license

The intermediate amateur license grade, earned by passing the Element 3 exam. Opens wide operating privileges across all amateur bands, including HF voice, CW, and digital allocations for global communication.

Amateur Extra Class

Highest amateur radio license grade

The top-tier amateur license grade, earned by passing the comprehensive Element 4 exam. Grants complete operating privileges across all authorized amateur radio frequencies, including exclusive low-end DX CW and phone sub-bands.

VE / VEC

Volunteer Examiner / Coordinator

Volunteer Examiners (VEs) are licensed radio amateurs accredited by an FCC-recognized Volunteer Examiner Coordinator (VEC, such as ARRL or W5YI) to administer amateur radio license examinations.

Control Operator

47 CFR § 97.103

The licensed operator designated by the station licensee who is responsible for the proper operation of an amateur radio station in compliance with FCC Part 97 rules.

Vanity Call Sign

47 CFR § 97.19

A custom call sign of your choice (such as 1x2, 2x1, 2x2, or 2x3 formats) granted by the FCC to an eligible licensee, subject to availability and license class requirements.

FRN

FCC Registration Number

A unique 10-digit number assigned by the FCC to identify an individual or business in all FCC database transactions and license filings.

CORES

Commission Registration System

The FCC’s online account system where you create, view, and manage your username, password, and registered FRNs.

ULS

Universal Licensing System

The FCC’s database system where you apply for, renew, update, and search wireless licenses across amateur, commercial, and personal radio services.

Equipment Authorization / FCC ID

FCC Equipment Certification

The FCC certification process that applies to most commercial transmitters. Part 97 lets amateurs build and modify their own transmitters; the operator is responsible for meeting the emission standards in § 97.307. The certification rules in Part 97 (§ 97.315) cover external RF power amplifiers.

ERP

Effective Radiated Power

The actual RF power radiated into the air by an antenna system, factoring in transmitter output power, feedline cable loss, and antenna gain relative to a half-wave dipole.

TPO

Transmitter Power Output

The raw RF power measured directly at the transmitter output connector before cable losses or antenna gain.

PEP

Peak Envelope Power

The average power supplied to the antenna transmission line by a transmitter during one RF cycle at the crest of the modulation envelope. Part 97 HF power limits are specified in PEP.

HF

High Frequency (3–30 MHz)

The shortwave spectrum containing amateur bands from 80 meters to 10 meters (plus 160m MF). Primary medium for global ionospheric skywave communication.

VHF

Very High Frequency (30–300 MHz)

The spectrum containing 6m, 2m, and 1.25m amateur bands, plus NOAA weather radio and marine VHF. Propagates primarily line-of-sight, but capable of sporadic-E and tropospheric ducting.

UHF

Ultra High Frequency (300–3,000 MHz)

The spectrum containing the 70cm, 33cm, and 23cm amateur bands, as well as cellular networks. Penetrates buildings and urban terrain well; ideal for portable, mobile, and satellite operations.

Skywave / Skip

Ionospheric refraction

Radio signals that refract off the ionosphere (primarily the E and F layers) and bend back to Earth, enabling communications across hundreds or thousands of miles on HF.

Ground Wave

Surface wave propagation

Radio waves that travel along the curvature of the Earth’s surface. Provides reliable, local daytime coverage on LF, MF, and lower HF bands (160m and 80m).

NVIS

Near Vertical Incidence Skywave

An HF operating technique (typically on 40m or 80m) directing radio energy nearly vertically (60°–90°) to reflect straight down, providing continuous regional coverage out to ~400 miles without a skip zone.

Sporadic-E

Ionospheric E-layer skip

Unusually dense clouds of ionization in the ionospheric E-layer that refract VHF and high HF signals, creating sudden, dramatic long-distance openings on 6 meters and 10 meters.

Tropospheric Ducting

Temperature inversion propagation

Atmospheric ducting where VHF and UHF signals become trapped within temperature inversions in the lower atmosphere, extending line-of-sight range across hundreds of miles.

Skip Zone

Dead zone in HF propagation

The ring-shaped area between the maximum limit of a station’s ground wave signal and the point where the first skywave reflection returns to Earth from the ionosphere.

Grid Square

Maidenhead Locator System

A standardized 4- or 6-character geographic coordinate system (e.g. DM33, FN31) used by radio amateurs worldwide to describe station locations during VHF/UHF contests, satellite passes, and rover operations.

Words that matter when programming radios, setting tones, and using repeater systems.

Simplex

Single-frequency communication

Direct radio-to-radio communication on a single shared frequency. Both stations transmit and receive on the same frequency without a repeater.

Duplex

Two-frequency operation

A radio system utilizing two distinct frequencies—one to transmit and another to receive—enabling communication through repeaters.

Half-duplex

Bidirectional, one direction at a time

Transmitting on one frequency and receiving on another, but only one direction at a time. Standard for handheld and mobile transceivers accessing repeaters.

Full-duplex

Simultaneous transmit and receive

Transmitting and receiving at the exact same time without muting either path. Repeaters operate in full-duplex to rebroadcast audio simultaneously; also used for amateur satellite operations.

Repeater

An automated station installed at an elevated vantage point that receives weak signals on an input frequency and simultaneously rebroadcasts them at higher power on an output frequency.

Input / Output

The input is the frequency the repeater listens on (your radio transmits here). The output is the frequency the repeater transmits on (your radio listens here).

Offset / Split

Transmit/receive frequency difference

The frequency separation between a repeater's input and output. Common amateur offsets in the ARRL band plan: 600 kHz on 2m; 5.0 MHz on 70cm; -1.6 MHz on 1.25m; 500 kHz on 6m (regional practice varies).

Duplexer

Cavity filter for shared antenna

A set of high-Q resonant cavity filters that isolates a repeater's transmitter from its receiver, allowing both to share a single antenna without the transmitter desensitizing the receiver.

CTCSS

Continuous Tone-Coded Squelch System

A continuous sub-audible analog audio tone (67.0–254.1 Hz) transmitted along with voice audio. Radios and repeaters require matching tones to open their squelch, preventing interference from other users.

DCS

Digital-Coded Squelch

A continuous low-speed digital binary data stream (often called DPL) transmitted below 300 Hz, functioning like CTCSS to control receiver squelch.

Cross-tone / Split tone

Different TX and RX tones

Using different CTCSS or DCS tones for transmit and receive on the same channel, common on repeaters that require an access tone on input but transmit carrier squelch or a different tone on output.

Narrowband / Wideband

FM deviation standards

The bandwidth and frequency deviation of an FM signal. Amateur VHF/UHF voice typically uses wideband FM (16 kHz bandwidth / ±5.0 kHz deviation). Commercial Part 90 systems use narrowband FM (11 kHz bandwidth / ±2.5 kHz deviation).

VFO / MR Mode

Variable Frequency Oscillator vs Memory Register

VFO mode allows typing in raw frequencies and tuning freely across the band; MR (Memory) mode locks tuning to programmed channel slots.

STE / Reverse Burst

Squelch Tail Elimination

A brief phase shift or tone burst transmitted immediately before releasing PTT that signals the receiving radio to mute its speaker before the RF carrier drops, silencing the harsh static squelch tail.

Courtesy Tone

Repeater courtesy beep

An audible beep or tone burst sent by a repeater controller after an incoming transmission drops, confirming that the repeater is active and has reset its timeout timer.

Operating words, Q-codes, and shorthand

On-air protocol, brevity codes, and everyday amateur communication shorthand.

Call sign

The unique station identifier granted by the FCC. In amateur radio, operators must identify at the end of each communication and at least once every 10 minutes (47 CFR § 97.119).

CQ

General call

A general call sent on voice, CW, or digital inviting any amateur radio station to respond ("calling any station").

Amateur telegraphic sign-off

Traditional Morse code abbreviation meaning "Best regards." Widely used in CW, digital, and voice conversations as a polite parting greeting.

88

Telegraphic greeting

Traditional Morse code shorthand meaning "Love and kisses," used as a warm or affectionate sign-off.

Q-Signals / Q-Codes

Three-letter brevity codes

Standardized three-letter codes beginning with Q created for international telegraphy. A Q-code with a question mark asks a question; without it, it states an affirmative answer.

QTH

Q-signal for station location. "My QTH is Phoenix, Arizona."

QSY

Q-signal for changing frequency. "Let's QSY up to 146.550 MHz."

QSO

Q-signal for a completed two-way radio conversation or contact.

QRZ

Q-signal meaning "Who is calling me?" Often used by stations running a pileup or after a partial call sign is heard.

QSL / QSL Card

Q-signal meaning "I acknowledge receipt" or "contact confirmed." Also refers to physical postcards or electronic records (LoTW) exchanged to confirm contacts.

QRL

Q-signal meaning "Is the frequency in use?" or "The frequency is busy."

QRM

Q-signal for man-made interference (adjacent stations, splatter, electrical noise).

QRN

Q-signal for natural atmospheric noise (static, lightning crashes, solar noise).

QRP / QRO

Transmitter power levels

QRP refers to low-power operation (≤ 5 W CW/digital, ≤ 10 W SSB). QRO refers to high-power operation, such as running a linear amplifier.

QRT

Q-signal meaning "Stop sending" or "Closing down the station."

RST System

Signal reporting method

A 3-digit signal report: Readability (1–5), Signal Strength (1–9), and Tone (1–9 on CW). On voice, a "59" report denotes perfectly readable, strong audio.

Zero-Beat

Frequency alignment

Adjusting your transmitter frequency to precisely match the received signal’s carrier frequency so both stations transmit on the identical frequency.

Full quieting

A received FM signal strong enough to completely saturate the receiver's limiter, removing all background hiss and noise from the audio.

Kerchunk

Pressing PTT momentarily just to trigger a repeater without identifying or speaking. Highly discouraged under amateur operating courtesy.

Listen first

The fundamental golden rule of amateur radio: monitor a frequency or repeater before transmitting to ensure no active QSO is in progress.

Roger

Procedure word meaning "transmission received and understood."

Copy

Radio shorthand acknowledging understanding of a message ("Good copy").

OM / YL / XYL

Amateur interpersonal shorthand

OM stands for Old Man (any male radio amateur); YL stands for Young Lady (female operator); XYL stands for Ex-Young Lady (an operator's wife).

Automatic Packet Reporting System

A digital communications protocol developed by Bob Bruninga WB4APR using AX.25 packet radio (144.390 MHz in North America) to transmit real-time GPS coordinates, weather station telemetry, bulletin alerts, and text messages.

FT8 / FT4

WSJT-X soundcard digital modes

Popular weak-signal digital soundcard modes developed by Joe Taylor K1JT. FT8 operates in strict 15-second time-synchronized blocks capable of decoding signals 20 dB below the audible noise floor.

CW

Continuous Wave

The original radio transmission mode, where an unmodulated RF carrier is interrupted using a Morse code key or electronic keyer.

SSB

Single Sideband

A form of amplitude modulation that suppresses the carrier and one sideband to conserve spectrum (~2.8 kHz bandwidth) and concentrate transmitter power. Upper Sideband (USB) is standard on 10m–20m and VHF/UHF; Lower Sideband (LSB) is standard on 40m, 80m, and 160m.

POTA

Parks on the Air

A global portable operating program where amateur radio operators deploy battery-powered portable stations to public parks ("activators") to make contacts with operators worldwide ("hunters").

SOTA

Summits on the Air

An amateur radio award scheme encouraging portable operation from registered mountainous peaks using lightweight, backpackable gear.

Field Day

Annual ARRL operating event

The most popular annual operating event in North American amateur radio, held during the fourth full weekend of June, where clubs and individuals set up emergency stations under field conditions.

DMR

Digital Mobile Radio

An open ETSI standard two-slot TDMA digital voice mode adapted to amateur radio, allowing two simultaneous voice conversations on a single 12.5 kHz repeater channel linked via global IP networks (e.g. BrandMeister).

D-STAR

Digital Smart Technologies for Amateur Radio

An open digital voice and data protocol developed by the Japan Amateur Radio League (JARL) and implemented by Icom and Kenwood, featuring simultaneous digital voice and low-speed data routing.

System Fusion / C4FM

Yaesu digital voice standard

Yaesu’s 4-level FSK digital voice protocol featuring Automatic Mode Select (AMS), seamlessly switching between conventional analog FM and digital voice.

Terms used in public service nets, disaster preparedness, and hazard alerting.

Amateur Radio Emergency Service

A volunteer field organization of licensed radio amateurs sponsored by the ARRL who have registered their qualifications and equipment for public service and emergency communications.

RACES

Radio Amateur Civil Emergency Service

A special emergency radio protocol authorized under 47 CFR Part 97 Subpart E (§ 97.407) that operates exclusively on behalf of municipal or state civil defense and emergency management agencies during declared emergencies.

Skywarn

NWS volunteer severe weather network

A program sponsored by the National Weather Service comprising trained volunteer amateur radio spotters who observe and report severe storms, tornadoes, and flash floods via directed VHF/UHF repeater nets.

Net Control Station (NCS)

The licensed amateur who manages check-ins, directs conversation flow, and maintains operational discipline on an organized radio net.

Break / Break-Break

A procedure word reserved exclusively on amateur radio frequencies to interrupt ongoing communications for urgent, emergency, or priority traffic.

Emergency traffic

High-priority messages directly concerning the immediate safety of human life or immediate protection of property (47 CFR § 97.403).

NOAA / WX

NOAA Weather Radio

Dedicated VHF channels (162.400–162.550 MHz) operated by the National Weather Service broadcasting continuous forecasts and automated hazard warnings.

SAME

Specific Area Message Encoding

A digital data burst broadcast on NOAA Weather Radio specifying warning types and FIPS county codes, allowing receivers to sound audible alerts only for chosen counties.

Antenna gain

A measure of how effectively an antenna focuses radiated RF power in a specific direction compared to an isotropic radiator (dBi) or a half-wave dipole (dBd).

SWR

Standing Wave Ratio

The ratio of forward to reflected voltage on a transmission line. An SWR of 1:1 indicates a perfect 50-ohm impedance match; an SWR above 2:1 indicates an impedance mismatch that causes transmitter power foldback.

Coax

Coaxial cable

A two-conductor transmission line comprising an inner wire surrounded by a dielectric insulator, woven metal shield, and outer jacket. Standard impedance for amateur radio is 50 ohms (e.g. RG-8X, RG-213, LMR-400).

Balun / Unun

RF impedance and balance transformers

A balun (Balanced-to-Unbalanced) matches a balanced antenna (like a center-fed dipole) to an unbalanced coax line. An unun (Unbalanced-to-Unbalanced, e.g. 9:1 or 49:1) matches an unbalanced wire (end-fed half-wave or random wire) to 50-ohm coax.

Common-Mode Choke

Line isolator / 1:1 current balun

A ferrite-core choke placed on a coaxial feedline to prevent RF current from flowing on the outer shield, eliminating RF in the shack, microphone bite, and computer interface lockups.

Counterpoise

RF return path

A system of radial wires or conductive mass that provides the electrical return path for asymmetric antennas such as vertical whips or end-fed wires.

Dummy Load

Non-radiating RF termination

A shielded, non-inductive 50-ohm resistor capable of dissipating transmitter RF output as heat, enabling transmitter tuning and testing without radiating interfering signals over the air.

Desense

Receiver desensitization

A reduction in receiver sensitivity caused by a strong nearby transmitter overloading front-end RF amplifier stages. Common when two radios transmit in close proximity or when a repeater has inadequate cavity filtering.

HT

Handheld Transceiver ("Handie-Talkie")

A compact, self-contained, battery-powered portable two-way radio with an integral antenna and speaker-microphone.

Mobile

Vehicle-installed transceiver

A transceiver designed for vehicle installation, operating off a 12–13.8 VDC power system and connected to an external antenna, typically delivering 50 watts on VHF/UHF or 100 watts on HF.

NMO

New Motorola Mount

A standard 3/4-inch hole-mount vehicle antenna connector featuring solid brass contact surfaces and an external weather O-ring, widely considered the gold standard for mobile VHF/UHF installations.

PL-259 / SO-239

UHF / M-Type connector

The standard threaded 50-ohm RF connector used on HF, VHF, and mobile equipment. PL-259 is the male cable plug; SO-239 is the female chassis jack.

BNC

Bayonet Neill–Concelman

A miniature quick-disconnect RF connector utilizing a two-pin twist-lock bayonet mechanism, commonly used on portable QRP rigs, antenna analyzers, and oscilloscopes.

SMA

SubMiniature Version A

A miniature threaded RF connector standard on modern VHF/UHF handheld radios (using SMA-Male or SMA-Female terminations).

Superheterodyne

Dual conversion superhet receiver

A classic high-performance receiver architecture that mixes incoming RF signals down to one or more intermediate frequencies (IF) for sharp filtering, strong image rejection, and high dynamic range.

SDR

Software Defined Radio

A radio architecture where RF signals are directly sampled by high-speed analog-to-digital converters (ADCs), with modulation, filtering, and demodulation performed by software algorithms and digital signal processors (DSP).

TOT

Time-Out Timer

A safety circuit in a transmitter or repeater controller that automatically terminates transmission if the PTT button is held continuously past a preset limit (typically 1 to 3 minutes).

VOX

Voice-Operated Exchange

A circuitry feature that automatically keys the transmitter when voice audio is detected at the microphone, enabling hands-free communication.

A popular, open-source, cross-platform software tool used to program channel memories, alphanumeric names, frequency offsets, and CTCSS/DCS tones across hundreds of radio models.

CPS

Customer Programming Software

Manufacturer-supplied software used to configure channel parameters, digital contacts, talkgroups, and menu settings, especially on DMR and commercial transceivers.

DTMF

Dual-Tone Multi-Frequency

Audio tones generated by a 16-key telephone-style keypad, used in amateur radio for repeater remote control, autopatches, and internet linking gateways (IRLP, EchoLink).

K-Plug

Kenwood 2-pin connector

The standard two-prong audio/data connector (3.5mm speaker / 2.5mm mic) found on many handheld transceivers (Baofeng, Anytone, Wouxun, Kenwood) for programming cables and speaker-mics.

SQL Level

Squelch threshold setting

A menu setting determining the signal or noise threshold required to un-mute the receiver speaker. Lower settings maximize sensitivity for weak signals; higher settings suppress spurious RF hash.
