Start with what you want to do and what your license lets you do: local repeaters, HF contacts, digital modes, satellites, portable operating. The bands and modes follow from that, and the radio follows from the bands.
Match the license class first
Operating privileges come from the control operator's license class, not the transceiver on your desk.
Before budgeting for a radio, verify which frequencies and emission modes your license permits. A newly minted Technician holds 100% of amateur privileges from 50 MHz upward — covering all local 2 m and 70 cm repeaters, simplex, and digital voice — but has access to only narrow HF allocations. Upgrading to General opens the gateway to worldwide HF voice and data, while Amateur Extra provides access to exclusive DX and contest sub-bands.

Amateur Extra Class
Complete access to all U.S. amateur frequencies and all exclusive lower DX/contest sub-bands
All authorized amateur emission modes with no operating restrictions
Full legal limit: 1,500 W PEP (exceptions: 200 W PEP on 30m [§ 97.313(c)(1)]; 100 W ERP on 60m [§ 97.313(i)])
Unlocks exclusive low-end CW and phone DX windows (e.g. 14.150–14.175 MHz on 20m, 7.125–7.175 MHz on 40m). Essential for serious DXing, contesting, high-power linear amplifiers (1 kW+), and directional beam antennas.
A physical station may only transmit within the privileges of its designated Control Operator, not the station owner:
Testing Gear Above Your Class: A Technician who owns a 100 W HF transceiver can legally transmit voice on 20 m or 40 m General/Extra segments if a licensed General or Extra is physically present at the controls acting as the designated Control Operator (47 CFR § 97.105).
Joint Responsibility: Both the station licensee and the control operator are held jointly responsible by the FCC for ensuring transmissions comply with Part 97 rules (47 CFR § 97.103(a)).
Guest Operating: When the control operator's license class carries more privileges than the station licensee's, the identification must add the control operator's call sign after the station call sign (§ 97.119(e)).

Handheld (HT)
A VHF/UHF transceiver, battery, and antenna in one piece. The usual first radio: local simplex, repeaters, and often APRS or digital voice depending on the model. Output is typically a few watts, and the stock antenna is a compromise for size.
Check which bands and modes it actually transmits on (FM, and which digital voice system, if any).
Compare battery capacity, charging (USB-C or cradle), and whether spares are still sold.
Programming software and cable availability matter more than the menu count.
An HF transceiver (often 160–6 m, sometimes 2 m/70 cm too) for SSB, CW, and digital modes like FT8. Needs a DC supply sized for transmit current, an antenna system for each band you use, and usually a tuner.
HF privileges depend on license class; a Technician has limited HF segments.
Budget for the antenna, feed line, tuner, and grounding/bonding — often more than the radio.
Check the computer interface (built-in USB audio/CAT) if you plan to run digital modes.
Compare the total cost: radio, power supply or batteries, antenna, feed line, mounts, tuner, and grounding and bonding hardware. A radio-only price hides much of the cost of a mobile or HF station.
A clean signal is the operator's job
Part 97 puts emissions on the licensee, not on an equipment certification sticker.
Self-Certification & Spurious Emissions
Part 97 has no certification requirement for amateur transceivers, and licensed amateurs may build, modify, and service their own transmitters. Its certification rule covers external RF power amplifiers manufactured or imported for amateur use, and an amateur may still build or modify an amplifier for their own station (§ 97.315).
In exchange for this technical freedom, the licensee bears complete legal responsibility for spectral purity under 47 CFR § 97.307. Signals must occupy no more bandwidth than necessary for the emission mode, stay strictly inside authorized sub-bands, and meet the spurious emission limits — for transmitters installed after January 1, 2003, at least 43 dB below the fundamental below 30 MHz and at least 60 dB below it from 30 to 225 MHz (§ 97.307(d), (e)).
Low-cost handheld transceivers vary significantly in harmonic suppression between production batches and firmware revisions. Independent laboratory reviews that include calibrated spectrum-analyzer plots are far more informative than catalog feature sheets.
